    The reason I assume(d) one must ask for permission, is that while 
the Ibiquity system stays within the mask, you must have an STA to use 
it I barely understand the electronics I'm entrusted to maintain, and I 
have zero legal qualifications for anything. So why, legally, does a 
station have to ask the FCC for an STA, if the mask is not exceeded?
