[BC] IBOC "secrets" and now, FM Cubed

    In My Humble Opinion, the IBOC/Ibiquity system is based upon a 
"legal slight-of-hand". The FM IBOC masks are indeed inside the FCC's 
mask as defined in 73.317:

    At the same time, anyone with the proper half of a brain knows why 
the mask was put there, for occasional excursions into that area of 
spectrum.

    So here is my question:

    I have a 4900 watt station right on my campus. I would like to give 
the students their own radio station. My station is on 89.9 MHz. If I 
inject a mono/stereo FM signal on 89.5, could I not run it 35 dB down 
from my 4.9 KW? To be safe, I'll run 36 db down, or  around 1.22 watts. 
OK, I'll go with 1.0 watts. I know that I can easily cover the campus 
with that. I would hope that the students' walkmans could handle the 36 
db signal 400 kHz away. Any reason why a person could not petition for 
this to happen?

    What about those Class C's in Dallas, Fort Worth, running 100 KW 
around everyone? They could have another legal signal, +/- 400 kHz at 36 
dB down, which would be around 25 watts. While they would not have much 
building penetration, that 25 watts would go quite a ways.

    I thinking of calling this FM cubed, for the three FM signals you 
could have. And I'm also looking for investors, or a buyout!
