Hi Richard,
I have been doing NRSC measurements since the requirement
began in what '94?
I have tested several stations every year since. In the
past couple of years I have had to move some measurement
locations because the noise floor has crept up and up until
it was impossible to get a valid measurement over the noise
floor. One point in particular is in the vicinity of power
and telephone lines but had a normal noise floor for
years. I noticed about 4 years ago that the noise floor
was up a bit, 3 years ago more until last April it was
almost 40db above normal and unusable. I had to go hunting
a new site. The general area of the stations TX had an
unusually high noise floor. Wasn't being produced by the
TX either...
Due to the elevated noise floor, a city grade
signal ain't anymore.

Note that
there is a slime-tide that wants to put Internet
connectivity
on the power-lines as well! Go figure!
As I recall, the FCC rules required that a station put 3.16
mV/m
at the post office in the town they were licensed to cover.
Such
a signal would be barely usable on a Bose auto radio
nowadays!
