Whoever included that 5dB difference in the standard, did a service 
to everybody... It now implicitly forces digital audio to be less 
processed even if the station's CE/GM/PD prefers heavy processing, at 
least in this transition period with analog FM still alive (which may 
prove to be quite long). It is a clean start and a chance for radio 
to have better audio.
