Stan,

The part you are missing is that enough deployment
forces conversion thanks to the poor quality of 
most of the analog sets < 25 years old and the
wide b/w of the earlier ones.

IMHO the FCC's stock answer is going to be analog
sets are obsolete, thus absent true technical
evidence, IX is the fault of the obsolete radio,
and not worthy of investigation. From the viewpoint
of the rules, it is true. Unless Congress gets in
the act that is the likely course, and if they get
involved, the money is on the side of a forced
conversion.
