There is a procedure in the 99-325 proceeding. Essentially,
a station receiving IX complains and the FCC, presumably
the EB has 60 or 90 days to investigate and determine the
action to be taken, if any.
If the FCC fails to act within the specified period, the
accused must decrease digital emissions by 6dB.
At least that is my best recollection of the rule that
was on the table a couple of years ago. Until we can
read the Second Report and Order, and see the devil in
the details.
