[BC] DTV s on low band VHF channels...

It's good for lots of things....the most obvious that comes to mind is analog
or digital audio broadcasting. It could also be used for short haul wifi,
amateur radio (one of the big reasons six meters isn't used in cities is the
channel 2 interference issues), control and command (as in telemetry),
military use (the military already uses some of this band
located between TV analog channels 4 and 5), hobby broadcasting, paging (and
myriad other automated one way and/or interactive services), etc.
