[BC] Low Band TV to Public Safety???

A local channel 3 (analog) is running their HDTV on channel 2.  It has
totally trashed up the six meter band to the point of being unusable.  I
have to admit to having never seen a local digital channel, but have been
told that all of them are mostly just NTSC format being transmitted
digitally.  I wonder what's going to happen to other non-TV users of the
same spectrum when there are robust sporadic E openings or F2 openings on 54
to 60 MHz.
