[BC] Low Band TV to Public Safety???

I think has been stopped many years ago...  New HDTV Channels are  operating 
oin Channel 5 in Knoxville and in the Birmingham area.  I have  also heard of 
several channel 6 stations wanting to go back to 6 after Feb.  2009.
