Yep, that's how we got where we are in the first place. 
Nobody can afford to give up what they have for future 
gains. Any transition takes about 15 years considering 
the experience of adding the ex-band to radios.

Let the clears have real clears again below 500 and 
require them to simulcast but with full digital and
max audio quality on the low frequency. Add a band
to all radios, then put nothing but B's and C's on
the present band in about 15 years and refarm it for 
maximum use. Require real PICN, and you just might
save the medium, but over the long haul, I doubt it.
