[BC] NWS robots

The energy savings is in the "Handoff"  the western leading edge of the 
energy consumption index as sunset comes at a later hour.  Energy peaks are 
handed off westward until there is no more ability to produce, (The Pacific 
Ocean) thereby smoothing off the consumption peaks and valleys.

Maybe not explained to well, but you can get the picture.
