I'm referring to the statement here:

The small guys / hobby folks DO and DID have to pay. The majority of hobby
crowd have been paying the whole time. We're the ones doing the
complaining. Your statement above is what irked me.
The folks out there who are essentially "pirating" on the net are not
complaining because they are not paying, and have no intention to ever start
paying no matter what rules are passed...because they are pirates. The new
rules / rates do nothing to address the problem of pirates any differently
than the old ones did.
