[BC] Public File cautionary story

Scott:

Maybe you should see how some Hip Hop stations handle their prize
distribution. If you are concerned about wackos, build a separate and
isolated public file room. Have a metal detector at the entrance, bullet
proof glass in the room and no access to the rest of the station. I do
not see anywhere in the rules that states the place of access has to be
comfortable, so don't have any tables or chairs in the room and keep the
temperature very cold.
