It depends on the level of theft and whether the theft was coordinated
and/or to specifically retaliate against the licensee.
We've had a few thefts...so I can safely answer the first place to start is
the local PD. Even if the theft goes into the 5 figures and is considered
a felony, it's not a federal felony at that point. It's simply a theft of
a higher level amount. So the local PD would be the jurisdiction of
reference at that point.
NOW....if there are a number of related thefts at the felony level in
different jurisdictions, then the FBI might become interested because it is
raised to something of a targeted theft ring and enters into the realm of
organized crime.
The FBI would also be interested if the crimes committed are specifically
targeted at the licensee because they are a federal licensee, causes
serious injury or death, is truly a capital offense which renders the
station inoperative for an extended period of time....ie dropping of the
tower(s).
As for interstate, it's no different than any other stolen items brought
across state lines. The feds get involved to some extent depending on the
level/value of the items recovered/involved.
