I'd say that the Commission showed great restraint in not reading them 
the riot act on that one--but I'd be surprised if it didn't factor into 
their internal discussions on the amount of the forfeiture.

I have never heard of such a thing as "leave or be arrested" for someone 
wanting to look at the public file. The licensee was lucky not to be hit 
with a show-cause order.
