[BC] Public File cautionary story

It is a bit funny how protective some stations and entities get with 
their Public File - and who and how they will allow it to be seen. 
Creative reasons for it not being available are not impressing the 
FCC. "We were just updating it" is clearly one that doesn't work.

In reading this file, it is interesting to see the reasoning by the 
FCC.  There is one aspect that did not, unless I missed it, get the 
strong scolding that it should have.  I'll leave it to see if someone 
else sees it.
