So, does anyone know what's going on with these?
A client of mine got a great PSSA and now he can't use it?
He never HAD PSSA before. How does he get it back?
This fiasco is SO FCC!!

Dave,
The point is that PSRA's only apply to LOCAL TIME between 6 AM and
adjusted local sunrise time (a/k/a daytime in FCC definitions).
No calculations were ever done for 5 AM in March, yet 6 AM DST (local)
is what used to be 5 AM STANDARD time, and the sun doesn't listen to
Congress. It still rises at the same astronomical time every day.
Therefore, the FCC is bound by 73.99(j) to adjust the times and in
this case, issue new powers for the period they have never dealt with
previously.
The IX situation is somewhat worse because the F layers have not begun
to dissipate at 5 AM standard time in March and November.
