No, actually as we heard and read here it was the lack of concrete on 
the beams which was a calculated engineering decision. It was made to 
keep the building weight down.  Compare the WTC when it was standing to 
the Empire State building.  The WTC could sway a substantial amount. ESB 
which is only slightly shorter does not move any perceptible amount if 
even that. It is solid as a rock. Of course it was built back when 
engineers could not parse things as precisely as the could when the WTC 
was designed.  Some would call it 'over built'.
