I think Tom has a VERY strong point.

These wholesale changes of PSRA and PSSA during time periods that are 
NOT affected by the change in DST need a lot of explaining.

Why should a station which has had a 500W PSRA authority for decades be 
cut back to 270W in time periods NOT affected by the DST change?  The 
DST change can't have changed the situation in December through 
February, for example.

I'm naive, but I'd think that there would have to be an Industry 
Committee or an NPRM  or at least an RFI before such drastic changes. 
Does the process by which these changes were adopted comply with the 
Administrative Procedures Act?

1) Has there been a change in the ionosphere which requires these 
changes to long-standing authorizations?

2) Has there been a revised treaty with Mexico and other countries which 
requires these drastic changes?

3) Other questions follow......

The problems can't be solved by a simple recalculation of a few stations 
as proposed by the FCC's followup notice.


I'd hope that a number of affected stations owned by Big Boys will have 
had their lawyers working overtime this weekend.
