[BC] Win 98/ME/NT/2k/XP/2003 DST patch!!

Uh ... William, I wish it was quite that simple.  I found that just editing
with TZEDIT is not sufficient to get the changes to "stick."  It is
necessary, after editing the time zone, to go to Start - Date and Time -
Time Zone and then click on some other time zone that is not yours, click
APPLY, then select your time zone and click OK.  Then it will work.  Check
it by going to 0159 on 3/11 and making sure that in one minute the time
changes to 0300.  I suggest doing this NOW, to make sure all your computers
will work as necessary.  Don't wait until Saturday.
