Look at WCBS, they got ratcheted to 25 KW on their aux tower (later
upped to 35 KW) down from 50K while they still have 50K on the main
tower. Ratcheting rules are borderline insane, especially in the world
of IBOC. If your case, you are inside the protected contour of a class A
station. It is a wonder you got anything. Early in my radio career I
worked at a daytime station inside the nighttime protected contour of an
A. I saw class III stations get all kinds of concessions while we never
got more than straight daytime hours. I think you need to investigate
other remedies.
