[BC] New PSRA/PSSA nightmare!!

I calling my lawyer today and we are going to battle on this. I protect
WQEW, now owned by ABC.  I'm a former ABC Radio employee. I going to hop
on the horn today and get something done about this. Who in the hell is
listening to all that damn Disney hip-hop on WQEW at 7 am eastern, 6 am,
my time (central)?

Some very interesting reading for sure.. I see one of my stations that 
is Licensed for 334 Watts Nightime now has a PSRA for 14 watts.. Very 
interesting indeed..

Note if you read down in 73.99 for those that got really low powers, 10W

is the lower limit for presunrise. 50W is the lower level until 1800 
local time on postsunset.

Also something that would make an interesting case is that as coded in

73.99(c)(2) The Commission will issue appropriate authorizations to 
Class D stations not previously eligible to operate during this period. 
  Class D stations authorized to operate during this pre-sunrise period 
may continue to operate under their current authorization.

Which basically meant if you had a 500W PSRA and you received a new 22 
watt one, you could keep using the older 500W one (as long as you didn't

loose that piece of paper) But then again when you look at 73.99(i) & 
73.99(j) you see..

(i)  The PSRA or PSSA is secondary to the basic instrument of 
authorization with which it is to be associated.  The PSRA or PSSA may 
be suspended, modified, or withdrawn by the FCC without prior notice or 
right to hearing, if necessary to resolve interference conflicts, to 
implement agreements with foreign governments, or in other circumstances

warranting such action.  Moreover, the PSRA or PSSA does not extend 
beyond the term of the basic authorization.
(j)  The Commission will periodically recalculate maximum permissible 
power and times for commencing PSRA and PSSA for each Class D station 
operating in accordance with paragraph (c) of this section.  The 
Commission will calculate the maximum power at which each individual 
station may conduct presunrise operations during extended daylight 
saving time and shall issue conforming authorizations.  These original 
notifications and subsequent notifications should be associated with the

station's authorization.  Upon notification of new power and time of 
commencing operation, affected stations shall make necessary adjustments

within 30 days.

Ahh the lawyers will be able to make a gob of money off of this!
