[BC] Station fined for overpowering

Maybe the Commission should use a "point system" just like most states
do with driver's licenses. In addition to the fines, a licensee would be
docked "points" for violations during a defined period of time. If the
licensee goes over his points, then either the licenese is pulled or
they have a show cause hearing. That might help mitigate this "fine is a
cost of doing business" attitude we're discussing.
But that's too simple, I know.
