When you consider that neither test is particularly onerous, and that 
the FCC staff may have unanswered questions, especially when you
consider some of the potential problems that might transpire during
construction, I don't see this as an unreasonable requirement. They
probably should mandate it on all top loaded radiators, at least where
the top loading is done with guywire sections IMHO. Basically, I see it
as confirmation of correct installation of the top load. If they wanted
a non-D survey of EACH tower, I'd probably squawk, but a non-D proof
from the reference tower and current distribution run on each tower
really is not that much extra work. Considering the relaxation of 
73.151/73.186 over the last several years, how can anyone complain?
