I think Tom lives in the district of Former Congressman Ney.
 From the press reports, I'd guess that Mr. Ney actually did
have a Rate Card for writing letters to Federal agencies.
Mr. Ney was a bit too greedy and is now residing in a Federal
Facility with free room and board.
