I'd think that top loading using 3 guy cables would probably trigger
a requirement for proof of circularity, but would think that could be
demonstrated on the non-DA proof radiator while establishing the 
baseline ground conductivity and points for later DA survey. I thought 
I might have missed something special, but apparently it is a typical
top load, and they want to prove correct installation and continuity.
