Reminds me of the five years I lived in San Diego, California.  Our
total time for power outages there was three minutes.  I mentioned
to the folks across the street about what I considered a remarkable
level of up-time.  (They both worked for the power company.)
They replied that they were very proud of the high percentage of
their record.

Nearly all buried utilities.  The failures they  *did*  have were
nearly all due to those few areas where utilities were on poles.
