   Is this fair to other small AM's?  If they can have one why can't the
rest of us?  I wonder what requirements they had to meet to get this.

Another "strange" at the FCC - a South Carolina AM wins an FM 
translator, with Congressional help.
WRHI, Rock Hill, SC (1340) gets a waiver to broadcast on a new FM 
translator at 94.3 - suggesting that it certainly helps to have friends 
like new House Budget Committee Chairman John Spratt (D-SC).
