I can't believe what I'm reading, here! <:o They're causing interference within your City-Grade contour, and you don't care?!?

If your neighbor decided to expand his deck 10' into your property, you wouldn't care? How about if they just walked into your home and helped themselves to the food in your fridge any time they wanted? Where do you draw the line? Or do you draw one at all? 

Is your station so far-gone, that you don't care that probably half your listening area is unusable? (If they're interfering with your 5mv, imagine what's happening out around the 1 and .5!) Or is that area all swamp or a body of water? Then I guess it wouldn't be that critical.. but it still shouldn't be happening as you describe.
