As I understand it, a slant wire shunt excited tower doesn't have the 
circularity required.

In a recent DA installation, a non-DA proof was required in order to 
confirm circularity, and this was for series excited towers.

(Current distribution measurements were also required, as the towers were 
top-loaded).
