[BC] Handling power outages in storms

Mark,
The wind is the problem. With overhead lines and wind, they just don't
mix well. The crews are probably having a tuff time dealing with the
wind, let alone the snow itself.

One of our stations nearer the MN/IA border is off the air due to lack
of
utility power (and no standby genny). (KJCY, St. Ansgar, IA)

Popped off Saturday morning at about 7:40 and hasn't had utility power
since.
Apparently there are about 2.5 miles of line down not far from the site.

As of yesterday the power company was saying 2-3 days on the
restoration.

*sigh*

I was over there on Saturday in near-blizzard conditions and the wind
was
formidable. I have never seen so many different ways for power lines to
move
in the wind within just a few miles' space.
