Lots and lots of money...
The Harris Intraplex Syncrocast system facilitates this. In my
experience, it's expensive, cumbersome to set up and doesn't deal well
with adjustments after it is set up.
I'm not sure, but unless the translators are fill-ins, they have to be
fed OTA. As such, that makes audio timing all the more difficult.

The 2 translators would have to be synchronized, exact RF frequency,
exact audio timing, the modulation levels would also have to be the
same. But yes you can make them play together nicely, but it's not going
to happen without putting some time, effort, and money towards the
project.
