I believe you are thinking of RVR's "Blues 30."  It is also sold by  BEXT, 
Superior Broadcast Products and probably some others.  It is a very  nice piece 
of equipment and includes a decent stereo coder. Max TPO is 30 watts  or so, 
but I'd highly recommend it for a translator, exciter or LPFM if the  power 
level is enough.
