It is my understanding that the FCC doesn't care how you  monitor or what you 
monitor but you must have positive control of the carrier  on-off.     That 
can be any means you can  devise.
 
Remember you or,  one of your operators, may have to  prove they have 
positive control over the carrier   on-off.
