[BC] DST at the consumer level

Oops, sorry, I bumped SEND inadvertently.  As I was saying, once the
settings are in TZEDIT, you have to go to Control Panel-Date/Time/Time Zone,
choose a time zone -- any time zone -- that you are NOT in.  Click Apply.
Then choose the time zone you are in and click OK.  That will make the
settings stick.  It's kind of crazy, but I just got 2 computers going that
way.  They now switch to 03:00 DST on 3/11 right after 01:59:59.  If you
live in Arizona you can ignore this.
