Two commercial sources, V-soft, and RFsoftware.  Most consultants use either
one or the other company's software.  I know V-soft will work with you
directly; Rfsoftware probably will also.  Call or email for pricing (I know
what V-soft charged me for some maps but wouldn't want to quote for someone
else's business).

A roll your own solution is RadioMobile available from

www,cplus.org/rmw/english1.html

Not the easiest thing to use, but with proper input, gives decent results.
If you need something for FCC filing, then the commercial products are the
way to go.  If for sales or just a good idea of expected coverage, you
probably can get away with RadioMobile.
