ISTR that if you are using a dial-up system, there must be a line that is
available at all times for the purpose of control. That doesn't mean that
it has to be in use at all times, just that it is available for use. If all
your lines are tied up with people gossiping to their friends, that won't
quite pass muster. However, a phone at a transmitter site that is normally
unattended would suffice; if there is somebody there talking on the phone,
perhaps we can assume that they are also an operator in attendance. If the
dial-out is to the self-same operator in attendance's cell phone, then
he/she/it won't get the call, but it is of no consequence. They can smell
the smoke.
