In my opinion, you could have more reliable control with pure internet
access than with dial-up in that you could have a failsafe system that
shuts the transmitter down on loss of communications with the control
point. This could be as simple as an embedded server page having a refresh
tag and requiring the browser to actually refresh fairly frequently,
verifying connectivity. You could do something similar with dial-up (have
it call now and then to make sure you're still there), but I don't think
anyone does this. So, if you have continuous internet connection at a
site, I see no need for a POTS line (you could put in a VoIP phone
instead!).
