[BC] Power handling of 1 5/8 foam coax.

Sorry, I missed the part about foam.  Theoretically, according to Andrews'
dogma, 1+5/8" foam would work.  But, allow a 100% safety factor to
accomodate Murphy's Law, and that means 3-inch would be the way to go if
foam.
