[BC] WFIN Findlay OH loses tower

WFIN looks like one-half of the tower separated, with the lower half 
remainina more or less instact.

As the radiator is 138 degrees, and the station is a Class D, a quick fix 
would be to truncate the tower at 69 degrees, more or less, and adjust 
power for the same field.

69 degrees is still conforming efficiency for a station on 1330.
