In some cases.  You can strobe a tower over 200
feet and not need to paint - and some towers under
200 have to be painted, or strobed.  Depends on
proximity to Airports (Which can be very decieving
depending on height)

I have had 60 foot towers, far from airports, that
needed to be lit due to height and glidepath.
