Ohyie! Yes gates are suppose to be closed and locked. That tower needs to be 
painted ASAP. Paint is definitely pealing without question. Besides it is very 
hard to see the tower against the back drop of trees in the back ground. This 
tower is probably for all practical purposes, invisible to air craft at any 
reasonable distance and/or until it would be too late to steer clear of it.

As for cables...I've always favored buring them, but in this case, the cable 
in those photos need to be supported by a messenger cable to reduce stress. 
BTW, that ATU could use some attention too. Rusted out ATU boxes do not work 
very well.

At any rate, an inspection right now with an open unlocked gate and tower 
that needs painting would more than likely result in an NAL.
