well, usually an unsecured tower base nets the feds (via the FCC) $ 2500 per
occurence (per tower)
the coax pictured is a prime candidate to go missing one night
the owners might (or might not) do something about the flush-to-the-ground
tower base when a few more inches of dirt wash in
as to paint......depends on if complaints to the FAA are made
don't think that what you saw is unusual in the least, not anymore
