It's quite easy to homebrew a small loop antenna that will generate a
standard H field in the MW and HF bands.  This NIST paper explains the
design beginning on page 3; I think it's the same type of antenna
Potomac employs to calibrate FIMs:

If you can find a sensitive thermocouple RF ammeter (for example 100
mA) you should be able to drive the loop to full-scale with an
ordinary +20 dBm output signal generator such as an HP 8640B.  I'm in
the process of making one of these, but still need to design a
matching network that provides acceptable response across the band.
