[BC] Updated AMSTNS

In addition to the usual data update for TVFMSTNS and AMSTNS, there have 
been patches to AMSTNS.

The FCC has made undicumented changes in the structures of 
AM_ANT_SYS.DAT and AMCMNTS.DAT in CDBS without changing the description 
of those files.  Bummer. Comments work again in this patched version of 
AMSTNS, as well as cutoff / CP-expire date and LastestUpdateDate.  The 
date filter again works.
