[BC] Frame Capture device

Looking for hardware that will accept NTSC video input from DVD, VHS 
etc. and give me a single picture or frame out in JPG, BMP etc formats. 
I'm trying to capture a picture on a tape and one on a DVD for a future 
edition of the Tech-Notes. Any ideas?
