Bob was running Radio France International two hours a day, but they cut back
and he lost that revenue stream.

As I understand it, Bob sells time on the weekends for brokered
programs, which brings in enough money to cover the nut, allowing
weekdays to run commercial free... kind of a "Craigslist" business
model. In today's radio environment, it seems strange that he can
operate that way, but I believe it's possible because he acquired the
license at a very reasonable price.
Is the public interest actually served by allowing licenses for "our"
airwaves to become so expensive that some owners need to run 20+ spots
per hour just to service the debt?
