Change that to "can" be rated. If any of these services refuse to
encode they won't appear. I once asked an Arbitron rep what that
would do to shares if one station didn't encode. No shares because
you don't have the complete pie available, was the answer. Even if
you're not an Arbitron subscriber the encoders are free.
I think we'll have to figure another way when there won't be 12+
shares for general consumption. I'm waiting for the Philadelphia
results. There won't be a diary survey.
