Jeff,

AEA has a reasonably affordable hand held TDR, much more so than the 
Anritsu analyzer.  You can get them through RF Specialties and other 
dealers.  Are you a ham?  If so, you'd find the MFJ 259B/269 Antenna 
Analyzer handy for a number of projects.  Whereas it isn't a highly 
precision device, it does have a TDR mode that should accomplish what 
you've described.  It is much less expensive than the AEA; so, if the 
university won't spring for the AEA, purchase the "hamalyzer" yourself 
(it's under $400) and you'll be the go to guy for everyone who wants to 
know what their antenna SWR is.  8-)
