[BC] Point-to-Multipoint EMCOMM

I've got one site with a NOAA weather station--it's got a small natural gas
powered generator for their circuits. Audio comes over dedicated telco lines
so I presume they would keep working via the telco backup power.
I've never been on site when the genny's been running, though, so I don't
know whether it is tested weekly or not.
